Thats not bad. Yes, RAM is used to view a web page, I'm using RAM right now to type this. All the programs running in the background including MS-Windows is in RAM. Thats why it hovers around 30%. There are 2 type of RAM - Physical RAM & Virtual RAM. The first one is fast! The second one is actually an allocated space on your hard drive used to store data that is not being accessed very much. Kind of like the "back burner" until it becomes priorty. They work together to maintain peace and harmony in your PC experience.
